SITUATIONS

     At the Consulate	Travel Plans
Mr. Keller and his wife wish to visit	Mr. Köhler and an acquaintance, Vice
their son in America. They go to the	Consul Jones, meet in a restaurant
American Consulate to apply for a	near the consulate. They have a beer
visitor's visa. Vice Consul Allen in	together and Köhler offers Jones
the Visa Section interviews them,	a cigar. The latter thanks him but
asks for passport, identification,	explains he only smokes a pipe,
where they are going, etc.	Köhler also prefers a pipe and Jones
                                          offers him his tobacco. He asks Köhler what he's doing in this part of town, and Köhler tells him he is planning a business trip to the U.S. and needs a visa.
