Local clothing stores have low overhead and discount prices. The owner knows the customers and knows what sells. Fashion conscious young people do buy big brand expensive clothes, but they fill out their closets with the local vendor. It is very hard to tell the difference between a $2 t-shirt and a $50 t-shirt.
