This was a very common style for apartment buildings through the early 1990s. They were built with open balconies and tenants added enclosures as they saw the need.
These apartments aren't very old, it's just that little was spent on externals. Inside, many have been redecorated and even before that were quite comfortable. While washing machines are common in middle-class homes, very few people have dryers. It is a matter of energy conservation. An air-conditioner might be necessity at 100 degrees F., a dryer isn't. |
