  109. Standard. Chinese: A Modular Approach originated in an interagency
  110. conference held at the Foreign Service Institute in August 1973 to
  111. address the need generally felt in the U.S. Government language
  112. training community for improving and updating Chinese materials to
  113. reflect current usage in Beijing and Taipei.
  114. </para>

  116. The conference resolved to develop materials which were flexible
  117. enough in form and content to meet the requirements of a wide
  118. range of government agencies and academic institutions.
  119. </para>

  121. A Project Board was established consisting of representatives of
  122. the Central Intelligence Agency Language Learning Center, the
  123. Defense Language Institute, the State Department's Foreign Service
  124. Institute, the Cryptologic School of the National Security Agency,
  125. and the U.S. Office of Education, later Joined by the Canadian
  126. Forces Foreign Language School. The representatives have included
  127. Arthur T. McNeill, John Hopkins, John Boag, and Hugh Clayton
  128. (CIA); Colonel John F. Elder III, Joseph C. Hutchinson, Ivy
  129. Gibian, Major Bernard Muller-Thym, and Colonel Roland W. Flemming
  130. (DLl); James R. Frith and John B. Ratliff III (FSI); Kazuo Shitama
  131. (NSA); Richard T. Thompson and Julia Petrov (OE); and Lieutenant
  132. Colonel George Kozoriz (CFFLS).

  135. The Project Board set up the Chinese Core Curriculum Project in
  136. 197^ in space provided at the Foreign Service Institute. Each of
  137. the six U.S. and Canadian government agencies provided funds and
  138. other assistance.

  141. Gerard P. Kok was appointed project coordinator, and a planning
  142. council was formed consisting of Mr. Kok, Frances Li of the
  143. Defense Language Institute, Patricia O'Connor of the University of
  144. Texas, Earl M. Rickerson of the Language Learning Center, and
  145. James Wrenn of Brown University. In the fall of 1977, Lucille A.
  146. Barale was appointed deputy project coordinator. David W.
  147. Dellinger of the Language Learning Center and Charles R. Sheehan
  148. of the Foreign Service Institute also served on the planning
  149. council and contributed material to the project. The planning
  150. council drew up the original overall design for the materials and
  151. met regularly to review their development.

  154. Writers for the first half of the materials were John H. T.
  155. Harvey, Lucille A. Barale, and Roberta S. Barry, who worked in
  156. close cooperation with the planning council and with the Chinese
  157. staff of the Foreign Service Institute. Mr. Harvey developed the
  158. instructional formats of the comprehension and production
  159. self-study materials, and also designed the communication-based
  160. classroom activities and wrote the teacher's guides. Ms. Barale
  161. and Ms. Barry wrote the tape scripts and the student text. From
  162. 1978 until the project's completion, writers for the course were
  163. Ms. Barale and Thomas E. Madden. They revised the field-test
  164. editions of the first six core modules and accompanying optional
  165. modules, and produced the materials subsequent to Module 6.

  169. Ouyang Chao, Yunhui Chao, Ying-chih Chen, Hsiao-jung Chi, Eva

  443. The format of the optional modules is quite different from the
  444. format of the core modules, although both focus on what you need
  445. to know to deal with particular practical situations.

  448. Each tape of an optional module is roughly equivalent to the
  449. five different tapes of a core-module unit, in the sense, at
  450. least, that it is intended as a self-contained presentation of a
  451. set of words and structures. Actually, however, an
  452. optional-module tape is closer to a combination of the C-l and
  453. P-1 tapes of a core-module unit with almost all explanations
  454. left in the notes. Moreover, an optional-module tape introduces
  455. considerably more vocabulary than a core-module unit.

  458. Each tape is divided into several parts. Each part introduces
  459. words and sentences, some of them for comprehension only, next
  460. reviews all production items, and then reviews comprehension in
  461. extended dialogues.

  465. tapes of a core-module unit a single time each, perhaps going
  466. back over a few sections once or twice. You are almost sure to
  467. find, however, that you need to work through an optional-module

  469. frequently stopping to read the Notes.

  472. When a new word or sentence is introduced, there is a‘pause on
  473. the tape before you hear the Chinese. On your first time through
  474. the tape, you may use this pause to glance at the word or
  475. sentence in the Reference List. On your next time through the

  477. Chinese after the pause as a confirmation.
