The main gate to the city 古城第一门 (gǔ chéng dìyī mén). The phrase also means primary or best. You will see restaurants or other businesses use the phrase ___A__ 城第一 __B__ where A is the name of the city and B is the name of the business. 西安城第一饭店 (Xī'ān chéng dìyī fàndiàn.) means Xi'an's foremost restaurant.
