So the whole phrase can be understood as something like one hour o'clock.

To express the quarter hour, Chinese has a variety of expressions just as English does.
For instance, in English, three fifteen, fifteen past three, a quarter past three all mean the same thing.

The simplest way to express quarters of an hour is to use the words 刻,quarter and 半.
