The building bordering the outer wall had not yet been touched.  Notice the roof.  When the plants begin to grow in tile cracks; the roof leaks.  When you don't own the building and the landlord isn't going to fix the roof, some tar paper and a few bricks to hold it down is all the repair that is necessary to keep the rain out.</font></td>
